Dalian’s Marine Economy: Driving Innovation and High-Quality Development

Dalian, a coastal city in Northeast China’s Liaoning Province, is leveraging its rich ocean resources to transform its marine economy, solidifying its position as a key driver of revitalization and development. In 2023, the city achieved a marine economic output of 273.6 billion yuan ($38 billion), marking a 6.7% year-on-year growth and contributing 31.2% to the regional GDP.

A Vision for Marine Urbanization and Land-Sea Integration

At the 2024 China (Dalian) International Marine Trade Expo, Dalian reaffirmed its commitment to advancing marine urbanization and implementing a cohesive land-sea development strategy. The expo, divided into two phases, highlighted cutting-edge achievements in marine engineering, sustainable fisheries, and green economic practices.

The first phase, held from October 24-26, focused on marine ranching and fisheries development, showcasing sustainable utilization of marine resources. The second phase, Shiptec China, took place from October 30 to November 1, spotlighting innovations in shipbuilding and marine equipment manufacturing. With nearly 1,000 exhibitors from over 10 countries, the event attracted more than 30,000 buyers, demonstrating Dalian’s role as a global hub for marine industries.

Leading in Marine Ranching and Fisheries

Dalian is home to 32 national-level marine ranching demonstration areas, the largest in China. These modern marine ranches, supported by local leaders like Zhangzidao and Zhuangyuanhai, showcase advanced practices in aquaculture and fisheries. The city’s Liaoyu offshore fishery base, approved in 2023, further cements its leadership in sustainable marine resource development.

A Powerhouse in Shipbuilding and Offshore Equipment

Dalian’s shipbuilding heritage positions it as a manufacturing base for high-end ships and offshore equipment in northern China. The city’s petrochemical industry is also thriving, with Changxing Island ranked among China’s top 30 chemical industry parks. Dalian’s container throughput exceeded 5 million TEUs, reinforcing its status as a major shipping center in Northeast Asia.

High-Quality Growth with Strategic Planning

Dalian’s marine economy includes 26 of the 28 subcategories across five major sectors, ranging from biotechnology to advanced equipment manufacturing. In 2023, emerging industries accounted for 10.4% of the city’s total marine output, with marine engineering and biotechnology sectors growing 12.6% and 9%, respectively.

The city is implementing a three-year action plan (2022-24) and its 14th Five-Year Plan to accelerate the development of its marine economy. Dalian is formulating the Development Plan of Dalian’s Modern Marine City, aiming to strengthen traditional industries, promote high-tech shipbuilding, and integrate marine culture with tourism.

Advancing Marine Innovation and Global Collaboration

Through sustained investments in technology, traditional industries, and modern services, Dalian is transforming its marine sector into a global leader. Events like the International Marine Trade Expo and strategic partnerships with international stakeholders are positioning the city to achieve significant growth in emerging sectors.
